DotExe Ventures: A Humble Entry into African Venture Capital

When IBL Group first explored VC, the intention was not to present itself as an overnight expert, but rather to approach a fast-growing asset class with discipline, curiosity and humility, while understanding how innovation across Africa could connect with the Group’s long-term investment strategy.

As one of Mauritius’ leading diversified groups, IBL has a long history of working in established sectors, many of them rooted in Mauritius’ industrial and manufacturing history. Yet across Africa, the Group was noticing something new: a generation of technology-enabled companies beginning to address structural gaps in financial services, healthcare, logistics, agriculture, retail, communications, cybersecurity and other industries. And these were not abstract ideas: they were real businesses solving real problems in markets where traditional infrastructure was often inefficient or inaccessible.

A Different Investment Approach

For IBL, the question was how to engage with that ecosystem responsibly. The Group has a long history of traditional M&A investing and recognised that VC is fundamentally different. It needs investors who are comfortable engaging with early-stage companies, evolving business models, founder-led execution, and longer, less predictable value-creating cycles.

That recognition eventually led the Group to partner with 4Di Capital, an experienced African venture capital manager, and create the 4Di DotExe Fund I.

The rationale was that IBL would bring institutional capital, governance discipline, sector knowledge, networks and long-term perspective, while 4Di would bring venture capital experience, market access, founder relationships and investment execution capability. DotExe Ventures became the bridge between the two: a platform through which IBL could learn the asset class from the inside, without having to pretend to master it from day one.

 

 Building the DotExe Structure

A dedicated structure was put in place to support the fund and its ambitions. IBL Link Investments was established as the investment vehicle providing capital as a limited partner, while DotExe Ventures formed part of the general partner structure. This allowed IBL to participate in the venture ecosystem with appropriate governance, while maintaining a clear separation between capital ownership, investment management and strategic oversight.

From the outset, they were careful not to overpromise. VC is rarely a linear journey. Companies grow at different speeds, miss budgets, pivot, raise capital in changing markets, and sometimes require more time than originally expected. DotExe was therefore built around a learning mindset: understand before scaling, support before claiming success, and build credibility through experience rather than slogans.

 

 

 A Diverse Portfolio Emerges

Through the Fund, IBL has gained exposure to companies working in areas such as cybersecurity, health technology, fintech, logistics, communications and consumer finance. Some are building tools for digital trust and financial access. Others are using technology to improve health insights, logistics networks or customer engagement. Together, they give a sense of the breadth of innovation emerging from the continent, and of the practical sectors where venture-backed companies can create value.

This is where established groups such as IBL can play a useful role. They can help connect entrepreneurs with patient capital, operational insight, market access and institutional credibility. Startups, in turn, bring speed, technology and new ways of solving persistent problems. When the relationship is structured properly, it can support diversified groups’ regional growth, while helping African companies scale beyond their home markets.

 

Mauritius as Gateway to Africa

Mauritius also has an important role to play as a financial and investment platform, connecting Africa with global capital. But that role needs to be grounded in substance: market understanding, disciplined governance and realistic expectations.

For DotExe Ventures, the journey remains one of learning. IBL entered venture capital not because it believed it had all the answers, but because the Group recognised the importance of understanding this ecosystem from within. Its ambition remains to support African innovation, build informed exposure to venture capital, and contribute patiently to the long-term development of the continent’s entrepreneurial landscape.
